This course on Global Public Policy is intended as a core course for Master students in Global and European Studies, and Comparative Public Governance. It takes place during Semester 1, Q2. In this course, we discuss global policy (making) in a complex multi-level governance system like the United Nations. This course sets central the specialized investigation of the policy process cycle in the global policy arena, on the basis of state-of-the-art theory, models, and results of research. Students enrolled in this course will study in depth how policymaking occurs at the global level and how various global actors influence domestic policy processes.
This course is important, because the world is witnessing a fundamental transformation of the nation-state beyond sovereign statehood. Post-sovereignty or post-sovereign statehood is marked by sovereignty transfers and new political-administrative actors that can operate on a global level to address global challenges that the nation-state fails to address, as it lacks the political-administrative capacity. The EU is a typical post-sovereign actor.
In this course, we discuss the following descriptive and explanatory questions:
- Who formulates and implements policy at the global level?
- What drives national governments to cooperate in the provision of global public goods, and in addressing global policy challenges, such as climate change, terrorism, human trafficking, and others.
- What role do norms play in the formulation, transfer and diffusion of policies at the global level?
- How do power dynamics and inequalities reflect on policy maker and policy taker positions?
- What are the prospects of global policy for the future?
The course provides an in-depth and specialized focus on the role of actors and institutions in global policymaking processes. Specific empirical examples used in this course will be derived from various policy sectors, including social policy, immigration, health, technology, gender, and others.
This course seeks to develop students’ knowledge of global public policy, enhance their critical thinking abilities, and equip them with an array of skills important to future policymakers, policy advisers, and others.
We live in a globalizing world of increasing interconnectedness, where policy challenges often transcend national boundaries and require global policy solutions. The complexity of the environment, including the vast array of actors involved in policymaking at the global level, requires scholars and practitioners to have a toolbox of analytical techniques, theoretical frameworks, and empirical methods for the study and analysis of global public policy. In this course, students will be equipped with this set of tools, including policy communication skills.
Further, we will situate global public policy in historical context by discussing evolutions in global governance. Lectures and discussions will touch upon key themes including the changing role of state and non-state actors, norms and institutions in the global policymaking process. We will move from theory to evidence by including examples and cases of global policy successes and failures on various policy issues of contemporary importance. Finally, we will be discussing global political-administrative actors like the EU, UN, World Bank, WTO, WHO, and others.
