After completion of this module:
- Students are able to describe and discuss formal (sub-)national, European and international institutions and the principles upon which public governance is structured in a multilevel context.
- Students are able to describe and explain the different layers of competences and decision-making processes of formal institutions in a multilevel context.
- Students can describe and explain the different forms of interactions between formal institutions in a multilevel context and how public governance is structured in a multilevel context.
- Students are able to describe the basic characteristics of Public Administration as a discipline.
- Students are able to describe, at a basic level, the rationales for government action, structures of governments, and the core concepts of collective decision-making. Students are able to apply these concepts to understand a current event.
- Students are able to describe, at a basic level, the core concepts of administration and bureaucracy, leadership and management in administrations, and the motivation of officials. Students are able to apply these concepts to understand a current problem of bureaucracy.
- Students are able to describe the main traits and political, ethical and economic challenges of the tech-based society and its key technological and societal transformations.
- Students can describe some political-administrative ways of addressing societal and technological challenges of the tech-based society, including the challenges of the cyberworld.
- Students are able to illustrate diverse societal, political-administrative, ethical and economic challenges of the tech-based society, related to the governing of the cyberworld.
- Students are able to work in project teams on an assigned challenge related to governance and cybersecurity and frame it in the form of a scientific paper and oral presentation.

This module introduces students to the key concepts and challenges of public administration in the context of the fourth industrial revolution; an era in which the design of policies faces continuously evolving technological challenges. As a first module of the bachelor programme, this module is based on three conceptual and disciplinary elements: formal institutions, public administration, and the relationship between society and technology. The objective of this module is twofold. On the one hand the module introduces students to key actors, theories, and challenges related to public administration in a high-tech society; on the other hand, the module asks students to work in groups and tackle a contemporary technological challenge from a public administration perspective. To do so, the three conceptual elements of the module are integrated in the project theme “Governance of the cyberworld: the cybersecurity challenge”.
