Aims
In this project, you will learn to formulate a policy advice how to best re(develop) an urban area (allocation of functions and process management) on the basis of: (i) a comprehensive analysis of the existing situation and future developments; (ii) an integrated assessment of societal costs and benefits as well as the impacts on water, transport, and other societal functions; (iii) while taking into account the legal, policy and stakeholder context as well as the need to mitigate and adapt to climate change.
All learning objectives of the module are integrated into the project. These learning objectives are:
  • Formulate a strategy and vision for the area on the basis of a comprehensive analysis of the existing situation and future developments;
  • Apply prior knowledge about actor analysis to an area development project;
  • Assess the impact and influence of area development on civil engineering, most notably water and transport, and vice versa;
  • Understand how climate change mitigation and adaptation impacts area development;
  • Use and apply geo-information systems (GIS) to conduct a spatial analysis;
  • Develop a basic understanding of social costs-benefits analysis and apply these insights to assess the costs and benefits of an area development project;
  • Develop and justify a functional design for area development that aligns with your strategy, vision and integrated assessments;
  • Understand and apply legal and policy concepts and instruments that are relevant to area development;
  • Formulate and justify a strategy for managing diverse stakeholders in the design and planning phase of a project;
  • Formulate and present a policy advice for area development.
 
Content

In the project, students develop a vision and plan for the development of an area. The focus is on the development of new areas in and around the city of Zwolle. The Municipality of Zwolle is urgently looking for new locations to accommodate its growing population. At the same time, the city is highly vulnerable to some of the projected impacts of climate change, including sea level rise and changes in river discharge. Students work on different areas, which are selected with and introduced by civil servants of the Municipality of Zwolle. The project consists of various assignments. At the start of the project, students conduct (in small groups) an explorative study (SWOT analysis and stakeholder analysis) on the basis of which an initial plan for the area is prepared (not graded, peer review only). In the same groups, students then assess the potential impacts of their plan on water and transport and explore the impacts of climate change (graded). The final part of the project is done in larger groups and includes application of the methods and tools that students learned to use in the different courses and the formulation of a policy advice. Before starting the final part, students have to submit a working plan (not graded). The project results are presented in a technical report, a policy advice and a presentation (all graded). The project is assessed on the basis of the technical reports of part 2 and part 3, the policy advice and the final presentation.
