Aims
After finishing the course, the student is able to:
  • Comprehend and explain the juridical & social framework, literature, and underlying economic theories related to procurement and tendering;
  • analyze  and choose solutions for existing procurement and tendering problems;
  • analyze, explain and use procurement and tendering factors influencing the procurement strategy and client contractor relation;
  • create a suitable procurement strategy for a real world case
Content
Until 2000 Design Bid Build, including design by the client and construction by the contractor, was by far the most applied contract form in projects in the Netherlands and other western countries. In order to stimulate innovation integrated contract forms, like Engineering & Build, Design Build,  were introduced mid 90’s creating opportunities for contractors  to develop distinctive solutions. However, this transfer of design responsibilities to contractors combined with project based tendering also increases the risk profile, hampering contractors for widespread investment in innovation. Nowadays, due to these problems the awareness of the importance of (long term) cooperation, in projects and programs,  between client and contractor in order to tackle societal challenges towards 2030 is rising.  The past decade the percentage of cooperation forms like two staged tender contract, alliances, public private partnerships and innovation partnership is expanding. The variety of contract forms introduces new challenges for clients about appropriate tendering procedures & award criteria including incorporation of innovation/societal ambitions and cooperation in a coherent Procurement Strategy. The goal of this course is to teach you to deal with these challenges.
 
The course consists of two stages, each examined separately. The first stage comprises a series of lectures about procurement literature and underlying theories. The first stage is concluded with a written examination. During the second stage of the course you will work on a group assignment and attend guest lectures with experts from industry. The group assignment consists of a role playing game in which you will consult a client who has to choose a procurement route  for a construction project. The guest lectures by practitioners will provide insights into practice and supporting decisions in order to making the assignment. The second stage is concluded with a presentation of the advisory reports.
